250: refers to the rated voltage of the capacitor, which should not be exceeded in use (the capacitor manufacturer generally reserves margin in design, but it is not recommended to exceed the rated voltage).

5: Indicates the unit of voltage, including AC and DC. Here is the DC voltage of 250V.
